Zagreb, 2nd of September 2013 - „Culture is a development element, not an expedinture“, highlighted Vladimir Stojsavljević, assistant to the Minister of culture on the seminar of CPP's Political Academy "Program of public needs in the culture of the Republic of Croatia for units of local and regional self-governance in 2014â€, held in Zagreb on Saturday.
He warned that the lack of funds for culture represents a large problem, especially in smaller communities where culture is a development element and introduced "Call for recommendations of public need programs in the Republic of Croatia's culture for 2014", explaining who is entitled for application.
The Ministry of culture in the Call for recommendations of public need programs in culture for 2013 has proscribed, for the first time, the mandatory enclosing of a strategic plan for all public institutions and other legal entities which are either completely or partially founded by the Republic of Croatia, and which apply with programs/projects of public needs in culture. Expert associations in culture are also obliged to deliver a strategic plan which are applying for programs/projects of regular activities of institutions the founder of which is the Republic of Croatia. For the application of 3-year programs/projects of public needs in culture everyone interested, regardless of status, are obliged to deliver the strategic plan in their enclosures. Special criteria are in effect for the validation of 3-year programs, because the program is monitored and its evaluation is carried out.
Stojsavljević spoke about expert validation of given recommendations which are carried out by cultural councils and expert commissions. He also explained that applications are given on-line on corresponding forms and are later sent in printed form by mail.
Assistant to the Minister of culture Vesna Jurić Bulatović spoke in her lecture about programs of museum-gallery activity, programs of visual art, art monographies, design and architecture, programs of innovative artistic and culture practices and programs of archive activity.
“Local communities must become aware that small communities, small museums have their value. Associations which promote culture as well as culture institutions have the possibility of enriching their community, and you are the ones who can enable them to do that. A museum which is constantly closed is both your problem, and the local community's problem, but also ours. Find partners, associates, bring the populace round and, through your activities, create a small attraction for your town in order for things to change. Use your own power to do something in culture from the citizens' goodwill“, said Jurić Bulatović.
Speaking about programs of visual arts, art monographies, design and architecture and programs of innovative artistic and culture practices, Jurić Bulatović highlighted that the modern way of communicating with new technologies has the intention of doing programs in which the visitors are part of the program.
“The only thing validated is the program. A lack of money is always a problem. Therefore, it is very important to have other sources of income – sponsors – when you apply a program. The money for culture must be increased, because culture is a development processâ€, said Jurić Bulatović.
In the continuation of the seminar there was talk about programs of protection and preservation of cultural goods and the application of programs for international cultural cooperation, which, as was highlighted, is important for the advancement of the development of all segments of modern cultural and artistic creation, the development of cultural infrastructure and participation in culture life, recognizing, validating and encouraging excellence, strengthening the presence of Croatian art and culture in the world.
The deadline for contest application is the 15th of September 2013. For programs of international cultural cooperation, due to the special dynamic of planning, an additional deadline for program application has been determined, until 15th March next year. This enables the application of completely defined programs with all needed documentation, including the invitational letter of a foreign partner/organiser.
It was also stated that the contest for financing documentation for EU funds is part of the special contests, which is expected at the beginning of next year.
