Koprivnica, 16th of December 2013 – As part of the Academy's 1st Department, CPP's Koprivničko-križevačka CO held educations on subjects of the budget and regional development.
Marija Duljković, external member of the Committee for finances and the state budget of the City of Zagreb and Academy teacher of CPP's City of Zagreb City organisation spoke about the importance of the budget and how to conceptualise, read and spend it. Duljković put emphasis on strategic thought when creating the budget where she said that the situation in the city or municipality must be known in detail with a special emphasis on the situation in finances, needs of organisations, the youth and socially endangered. She also glanced in the continuation on planning of budgetary resources where she stated examples how small financial resources can bring about project realisation of exceptional importance for the citizens.
In the second part of the seminar, there was talk about regional development in PL(R)SG, and the lecture was moderated by Maja Lehman, regional development advisor in Varaždin County Development Agency. Lehman put emphasis on regional development in Croatia, speaking about key and strategic legal documents, sublegal acts as well as the development index. Here she held up on the central electronic base of development projects which is set-up and led by the Ministry of regional development and EU funds (the Agency of regional development) and which should mark a more efficient planning and following of the carrying out of the regional development policy, as well as local, county, regional and national levels of the project. In the continuation she also mentioned the Council for regional development which is founded for the needs of the regional development policy. Speaking about the creation of a new generation of planning documents of the policy of regional development she put importance on strategy.
"The entire development of counties, cities and municipalities must be planned, because it is based on strategy and strategic documents, and the creation of a new regional development strategy is expected by the end of this year Strategic documents give direction, and if we don't have the planned budgetary funds, the strategy cannot be carried out", concluded the VCDA regional development advisor.
The education was attended by municipality heads, deputy heads, county, city and municipal councilmen of CPP's Koprivničko-križevačka County, and it was opened by Melita Samoborec, the CO's president.
